At our home marina in Afton, haul out season is a busy time. Over the course of less than a month, two fellows hoist and block probably close to 200 boats for the winter. Another three or four folks clean, winterize and wrap boats. Today, staying in the Lake City marina, we watched as nine city employees were involved in hoisting and blocking boats. It looked to us like a classic government approach - two working, seven standing and supervising. Sorry, but this feeds my own perception and bias on the difference between public and private efficiency and economic effectiveness.
